WFTC Act Implementation
The Working Families Tax Cut (WFTC) Act (P.L. 119-21) was signed into law on July 4, 2025. It is a sweeping, comprehensive tax and economic policy overhaul designed to significantly alter federal policy across numerous economic sectors, including spectrum management. The WFTC Act reinstated, through September 30, 2034, the Federal Communications Commission’s (FCC’s) authority to auction spectrum. It also mandated the reallocation of at least 800 megahertz of spectrum for commercial mobile wireless services. This must include 500 megahertz of federal spectrum in the 1.3-10.5 GHz range, which will be repurposed from government use to commercial use. The remaining 300 megahertz must be identified by the FCC, including 100 MHz in the 3.98-4.2 GHz band.
The WFTC Act also requires the NTIA to publish reports, biennially through 2034, to evaluate the value of all spectrum used by federal entities.
