Radio-Frequency Spectrum Management

The National Telecommunications and Information Administration (NTIA) will hold a training course in radio-frequency spectrum management June 22-26, 2026, in Room 52013 at the Department of Commerce’s Herbert C. Hoover Building, 1401 Constitution Ave. NW, Washington, DC. The hybrid format will allow the course to be accessible either in-person or simultaneously online via Microsoft Teams.  

Registration is limited to federal agency employees and contractors that the agencies nominate.  

Limited slots will be available for those registrants wishing to attend the class in-person in Washington, and priority will be given to those who applied for the February 2026 class and were placed on a “wait list.” There will be a larger capacity for online participation.  

Students

The course is intended for newcomers to spectrum management and to others, such as communications engineers, who require spectrum management knowledge. There is no prerequisite.  

Objective

The course objective is that the students acquire skills enabling them to make informed spectrum management decisions or participate with others in making such decisions.  

Content

The course covers legal, regulatory, and technical topics pertaining to the federal agencies’ use and management of spectrum. Topics include NTIA and its role; the Federal Communications Commission and its role; international spectrum treaty and conference preparation; using allocation tables; frequency assignment processes and Spectrum XXI overview; spectrum certification and EL-CID overview; spectrum math; technical standards; antennas; propagation; MSAM software applications; interference reporting and resolution; electromagnetic compatibility; interference analysis; interference reporting and resolution; spectrum sharing; and current “hot” issues.

Registration

The registration is now open and will close on June 12, 2026.  To register, or if you have questions, please send an email to [email protected].  Please specify whether you wish to attend in person at the Department of Commerce or online via Teams.  Applicants are asked to provide information on their education and work background, and the reasons why they want to take the course.

In-person participation is limited to 30 students, with a much larger capacity for online attendance. All students will be selected based on their training needs, and not all applicants are guaranteed acceptance.
 
Security and Building Access

To access the Dept. of Commerce building, students should have a federal-government issued PIV (Personal Identity Verification) card.  Alternatively, students may present identification for entry; those presenting state-issued identification must present a REAL ID-compliant form of identification.  Furthermore, visitors can present a different form of government-issued photo identification, such as:
•    Passport;
•    Enhanced Driver's License; or
•    Federal employee, military, or veteran identification card
